Requirements: MySQL database

Step 1. Downloading Joomla!

You'll need to download Joomla! from the developers site: http://www.joomla.org/

Step 2. Extract the content to your local computer

The files will need to be extracted (unzipped) from the downloaded file, as we'll need to upload it to your hosting account.

Step 3. Adding the default PHP page

Since "index.php" isn't a default document, you must do one of the following.
A) Create the default document through the Control Panel, as shown in this KB article: IIS Tools - Default Documents. Just add "index.php" as one of the default documents.

B) Create a web.config file and put it in the root of the Joomla! application, as shown in this KB article: Directory Content Shown in PHP Applications
Step 4. Upload Joomla! to your hosting account

Using your favorite FTP client, you should upload the entire application to the root (or any specific folder) in your hosting account.

Step 5. Browse the application

Depending on where you uploaded the application, all you'll have to do is browse the root or starting point of the application.  It'll take you through the installation of Joomla! on your hosting account.

The database configuration can be found in your Control Panel, when viewing the MySQL Manager. If you select the "Manage" link next to you database, you'll be able to see the host name, database name and username. If you do not have any databases created, you can create a new one at this point.

Step 6. Delete the installation folder.

You'll need to connect through FTP to your hosting account and delete the "installation" folder provided, as you cannot use your Joomla! application until this folder is removed.
