To resolve this problem, add the following to the web.config file to disable basic authentication:

<system.webServer>
  <security>
    <authentication>
      <basicAuthentication enabled="false" />
    </authentication>
  </security>
</system.webServer>

Anonymous authentication can also be disabled using:

<anonymousAuthentication enabled="false" />
